Conformity assessment

Requirements for the operation of various types of bodies performing inspection

Ensuring the impartiality and competence of inspection activities is critical for building trust with clients and regulators. You may already have skilled personnel and robust quality systems in place — the ISO 17020 framework allows you to certify the integrity of your inspection body against an international standard.

What is ISO 17020

What is ISO 17020?

ISO 17020 is a globally recognised standard for the competence of inspection bodies. Designed by the International Organisation for Standardization (ISO), it supports organisations performing inspections to ensure their impartiality, competence, and consistent operation.

Revised in 2012, it sets out the criteria and maps out a framework that allows inspection bodies to implement a quality management system. The intended outcomes provide confidence and value for the organisation, its clients, and other stakeholders who rely on its inspection results.

The ISO/IEC 17000 family of standards exists to provide a complete framework for conformity assessment. This helps organisations involved in activities like testing, certification, and inspection to demonstrate their competence and reliability, building trust in the global marketplace and regulatory environments.

ISO/IEC 17020 is the principal standard within this family that specifies the requirements for the competence of bodies performing inspection and for the impartiality and consistency of their inspection activities. It provides a framework that an organisation can implement to enhance confidence in its inspection services in a systematic manner.

When developed and implemented, an ISO 17020 system has three intended outcomes:

  • Demonstrate the technical competence of personnel and reliability of methods.
  • Ensure impartiality, independence, and the management of conflicts of interest.
  • Produce consistent, reliable, and unambiguous inspection results.

The standard does not state specific acceptance criteria for the items being inspected (e.g., pass/fail limits), but it does apply to the operational integrity and competence of the inspection body itself. It ensures the organisation has the ability to make professional judgements and perform its duties impartially, regardless of the product, process, or service it inspects.

The guidance included in ISO 17020 considers multiple aspects of an inspection body, including the competence, training, and supervision of personnel, the suitability and calibration of equipment, the use of appropriate inspection methods, and the correct handling of inspection items. It also prompts organisations to establish robust systems for managing complaints and appeals, ensuring confidentiality, and maintaining clear, accurate records and reports.

Depending on how the inspection body already operates, there may not be many changes needed beyond creating formal documentation to evidence existing high-calibre processes. However, it may also be that developing and implementing the system results in significant improvements to training, operational procedures, and quality assurance, leading to a more robust, efficient, and reputable service.

The framework is broad enough that it can be implemented by any organisation performing inspections, regardless of the industry or size. It has become a vital requirement in many sectors, with tens of thousands of accredited bodies globally in fields such as engineering, construction, healthcare, transport, and food safety, demonstrating its critical role in trade, compliance, and public safety.

Why ISO 17020

Why would a business need ISO 17020 certification?

The benefits of achieving ISO 17020 accreditation are myriad. In the first instance, in a world where safety, quality, and compliance are paramount, it’s vital that inspection bodies can unequivocally demonstrate their technical competence and impartiality.

By implementing a management system compliant with ISO 17020, you can help your organisation to not only improve the quality and consistency of its inspections, but to also reduce operational risk, strengthen client and regulatory confidence, gain access to new markets, enhance your competitive advantage, and solidify your brand reputation as a trusted authority.

Improved Inspection Quality and Consistency.

By implementing a management system for your inspection activities, you can ensure the technical competence of staff, improve the reliability of your methods through standardized procedures, and greatly minimise the risk of incorrect inspection results. This systematic approach will help you to become a more reputable and trusted inspection body, and to improve confidence in your services across the board.

Greater legal compliance

By achieving ISO 17020 accreditation, you can formally demonstrate that your inspection body meets the technical competence requirements mandated by statutory and regulatory authorities, helping you to secure and maintain your approval to operate and mitigate the risk of legal or regulatory sanction. Having the management system in place will also support you in addressing any future legislative changes, by giving you a clear framework for managing competencies and methods, and allowing you to quickly identify and implement any necessary updates to your procedures or staff training.

Reduced operating costs

Proper implementation of the management system will support you in reducing errors, preventing the need for costly re-inspections, and minimising client disputes and appeals. This will result in a significant reduction in wasted resources and a good boost for the bottom line. This reduction of inefficient practices will also help to streamline your inspection workflows and enable you to become leaner and more efficient as an organisation.

Improved stakeholder relationships

ISO 17020 accreditation demonstrates to your customers, clients, and regulators that you take competence and impartiality seriously. Not only will this improve current relationships by providing confidence in your findings, but it will also foster repeat business through preferred supplier status. Many organisations and public sector tenders now have stipulations in their policies that require inspection bodies to evidence their technical authority and integrity — ISO 17020 allows you to quickly show that you adhere to the international standard in this area.

Enhanced new business pipeline

You will be more likely to win new business through your demonstrated commitment to technical competence and impartiality. Many companies, especially in regulated industries or through public sector tenders, stipulate that ISO 17020 accreditation is essential as they must ensure and demonstrate that inspections are conducted by a competent and reliable body. Showcasing your ISO 17020 accreditation in your marketing and sales materials will allow new business opportunities to instantly recognise that you are a serious, credible, and technically proficient inspection authority.
